Etat d'avancement de la recherche guidée par les utilisateurs / Update on the users led research

Depuis la fin de 2011, les partenaires de PAEPARD ont changé la façon d’initier les partenariats en adoptant ce qu’ils ont qualifié de « Users Led Process » c'est-à-dire le processus guide par les utilisateurs (PGU) ou encore la recherche guidée par les utilisateurs (RGU), qui se décline en 6 étapes suivantes :

1- Définition du thème fédérateur par chaque Fédération des producteurs
2- Etude documentaire sur le thème
3- Formation des FIA nationaux
4- Séminaire multi-acteur sur la question de recherche développement
5- Développement d’une note conceptuelle
6- Atelier d’Ecriture

Ci-dessous est l'etat d'avancement de cette approche des organisations sous-regionales des producteurs (OPs) et du secteur prive (ColeACP).


PAEPARD: Atelier des Facilitateurs de l'Innovation Agricole
26-30 November 2012. Entebbe. Le but de cet atelier était de familiariser les participants avec leur rôle de facilitateurs du "Processus dirigé par les Utilisateurs " pour établir un partenariat multi-acteurs afro-européen au sein du projet PAEPARD.

PAEPARD partners shifted to a new user led process (ULP) or users led research (ULR) end of 2011 which is giving the lead to the “research users” partners (especially Farmer Organisations (FOs) but also the private sector) in the organization of brokerage activities in particular the organization of “brokerage workshops” around a federating theme that they have themselves chosen.

The users led research (ULR) comprises the following steps:
1- The Definition of the federating theme;
2- The Desk Review of the federating theme;
3- The National Consultations on the federating theme (if possible);
4- The Multi-Stakeholder Research Question Workshop;
5- The Concept Note by a Core Group of Experts;
6- The Proposal development and submission to potential donors

PAEPARD: Agricultural Innovation Facilitators’ Workshop
26-30 November 2012. Entebbe. The purpose of this workshop was to familiarise participants with their role as facilitators of the “User-led Process” for establishing balanced African-European a multi-stakeholder partnerships within the PAEPARD project.

In May 2012, the Eastern Africa Farmers Federation (EAFF) contracted the Agency for Inter-regional Development (AFID) to carry out a consultancy study to develop a Livestock Strategy for Eastern Africa. LE COLEACP collabore au projet de micro-jardins de la Ville de Dakar
Un accord de collaboration a été signé en septembre 2012 entre le COLEACP et la Ville de Dakar. Avec le soutien de la FAO, la capitale sénégalaise appuie des projets de micro-jardinage, renforçant ainsi la sécurité alimentaire de la population urbaine.

8 to 10 February. Berlin. This trade fair was characterized by the presence of the industry's key decision-makers as well as by excellent reviews from exhibitors and trade visitors who praised the commercial results achieved at the exhibition. The event also registered a record number of exhibiting companies, 2537 in all. More than 56,000 trade visitors from 139 countries were in Berlin to view the full spectrum of products and services across the entire fresh produce value chain. Around 80% of the visitors at this year's exhibition came from outside Germany.

Federation of Associations of Ghanaian Exporters. Ghana is focusing on the extremely tasty pineapples that it grows and harvests all year round. "Many Europeans are not aware of this. We are at FRUIT LOGISTICA to make this fact known", says Antony Sikpa, President of the Federation of Associations of Ghanaian Exporters. Ghana is represented with four exporters, whose produce, in addition to pineapples, includes papayas and mangos.

Ghana’s pineapple industry. This case study concerns the rehabilitation of the pineapple industry after loss of valuable export markets to Europe as new country producers provided sweeter varieties favoured by consumers. Pineapples now account for more than 50 percent of Ghana’s total horticultural exports and the crop is a source of income and employment for 15,000 people. Increased production has led to significant poverty reduction in pineapple-growing areas with farmers reporting a 10 percent increase in income (World Bank, 2006), largely due to increased production and higher prices for the commodity.

Lessons learned for scaling up. The strong commitment of all stakeholders – donors, national partners, NGOs, Government, exporters, importers, individual farmers and research institutes – has played an important role in the success achieved in the pineapple industry. Linkage with export markets has clearly been a driving factor. However the emergence of large-scale farmers and processors has made them the major beneficiaries at the expense of smallholder farmers.Meeting this challenge will require additional support to raise their production levels.

Le COLEACP-PIP et la FAO signent un accord de collaboration

Le 20 octobre 2011, l'Organisation des Nations Unies pour l'Alimentation et l'Agriculture (FAO) et le COLEACP-PIP ont signé un accord de collaboration qui permettra de développer des actions et stratégies conjointes et/ou complémentaires dans des domaines d'intérêt commun relevant de leurs compétences, objectifs et mandats respectifs.

Par l'action du PIP auprès de la filière horticole des pays d'Afrique, des Caraîbes et du Pacifique, le COLEACP fait en sorte que les importants progrès réalisés par l'horticulture d'exportation bénéficient aux productions destinées aux marchés locaux et régionaux, contribuant ainsi aux Objectifs du Millénaire pour le Développement (OMD), parmi lesquels l'allègement de la pauvreté, la sécurité alimentaire et la protection de l'environnement.

Par ce nouveau partenariat, le COLEACP-PIP et la FAO affirment leur volonté d'inscrire leurs actions dans une perspective de plus grande efficience en :

• évitant toute duplication
• réalisant des économies d'échelles grâce au partage et à la mise en commun des ressources et du savoir-faire

Pour des programmes de courte durée tels que le PIP, ajoutons enfin que collaborer avec des organisations telles que la FAO ou d'autres organisations internationales permet d'élargir les publics cibles initiaux et ce, à un coût marginal. Dans les prochains mois, le COLEACP-PIP continuera à oeuvrer pour le rapprochement d'autres programmes, organisations ou institutions afin de partager son expertise et rendre accessibles au plus grand nombre les outils développés en faveur de l'industrie horticole des pays ACP.
