Biotechnology: Prospects and Challenges for Africa

4 to 8 February 2013. The International Scientific Advisory Board for the International Institute for Biotechnology, a UNESCO Category II, had its inaugural meeting and its scientific session at the University of Nigeria (Nsukka).

A one-day seminar was devoted to Biotechnology: Prospects and Challenges for Africa.The University of Nigeria (Nsukka) is hosting the International Institute for Biotechnology, a UNESCO Category II facility at Nsukka, Nigeria. This Regional Centre is the first Institute of its kind in Africa and the agreement for its establishment was signed by UNESCO and the government of the Federal Republic of Nigeria at UNESCO Headquarters in Paris on 15 October 2012

The meetings and scientific session on the 7 February brought together stakeholders and experts in Biotechnology from the region and beyond who addressed critical issues of Food Security and Tropical Disease Research in Africa; these being the principal focal areas of the centre.

Oxford Farming Conference


2 - 4 January 2013. This Conference was held at the Oxford University Examination Schools. The conference included a hard-hitting political debate session, a session on technology & innovation and one on inspiration & global technology. The 2013 Research examines what farming delivers to society - it is a seminal piece of work which quantifies the non-direct contributions farming makes to society in a financial context.

The most surprising intervention was the presentation by a self-confessed former anti-GM lobbyist. Environmentalist Mark Lynas used to be a fierce opponent of GM crops. Yet he told delegates at the Oxford Farming Conference his view has completely changed.

I want to start with some apologies. For the record, here and upfront, I apologise for having spent several years ripping up GM crops. I am also sorry that I helped to start the anti-GM movement back in the mid 1990s, and that I thereby assisted in demonising an important technological option which can be used to benefit the environment.

Biotechnology and Africa’s Strategic Interests

3 December 2012. In this opinion piece, Calestous Juma, a professor of international development at Harvard University, United States, writes that while threats to global food security are increasingly evident, efforts to stall adoption of new technologies are appearing to intensify. A lack of strategic thinking about food as a national security issue is leading many African countries, Juma says, to make poor decisions regarding agricultural biotechnology. 
Juma writes: “Africa’s precautionary approaches to biotechnology are not only misguided but they expose the continent to long-term political risks. The issue is no longer a simplistic argument about becoming an importer of GM foods; it is about building up the requisite capacity to diversify the technological options needed for long-term agricultural adaptation. Biotechnology offers Africa a wider range of economic opportunities than the Green Revolution did. It is already being used to improve food production and establish or revive cotton production. Its economic impact is therefore likely to go well beyond the farm sector to include industrial development.” 
Agricultural biotechnology is already being used in numerous countries around the globe, providing new opportunities for African countries to create trading alliances, and potentially new technology partnerships. Juma argues that African leaders should appoint chief science and technology advisors that can provide strategic advice about these issues. 
“Guided by good science and technology advice, the choices open to African leaders are clear,” says Juma. “Doing nothing, especially in an age of worsening food prospects, is no longer an option. The time has come for African nations to start focusing on their long-term strategic interests. Biotechnology is not simply a matter of rhetorical debate guided by short-term interests. It is central to how African countries define their place in the global knowledge ecology.”

Biosciences for Farming in Africa



Biosciences for Farming in Africa (B4FA) is a programme specifically designed to encourage informed discussion about the potential application of biosciences and genetics for farming in Africa. Can recent advances help bring about a positive change on farms and in communities in Africa and create a vibrant, sustainable and diverse agricultural sector? A change that would also mean Africa could play a role in helping feed the world.

The aim of this project is to encourage dialogue and to promote a better understanding of the available options for improving agricultural productivity in four African countries – Ghana, Tanzania, Nigeria and Uganda. The project aims to work in three general areas:
  1. Opinions and Ambitions. Production and dissemination of a scholarly publication which synthesizes information and views from opinion leaders about the potential benefits, concerns, application and consequences of new technologies for farming in Africa.
  2. Communication and Dialogue – a Media Fellowship Programme. We will run a series of Professional Development Fellowships for media professionals, focusing in particular on the science of plant breeding. Journalists and editors from radio, television, newspapers and journals will be enrolled, by competitive application, in a programme that will offer technical training combined with field-visits, mentoring and support, and long-term networking opportunity among the Fellows and with the research community in their country.
  3. Strengthening and Enabling Implementation. Studies of how to strengthen extension services that deal with the application of the new technologies and processes. Extension agents play the crucial role of linking research institutions to the intended end users of agricultural research products and technologies – farmers.

FEBIO: link all Ethiopian Biotechnologists at home and abroad

10 October. Bern, Switserland. In 2011 FEBIO was created: Forum for Ethiopian Biotechnologists in order to link all Ethiopian Biotechnologists at home and abroad.

Hereunder is an interview with prof Zerihun Tadele (Group Leader Molecular Breeding & Genomics; Institute of Plant Sciences at the University of Bern.

He is the facilitator of FEBIO: Forum of Ethiopian Biotechnologists which networks Biotech researchers and educators from of 18 institutes, including Ethiopian “Diaspora” researchers based in USA, Kenya, Nigeria, UK, South Africa, Sweden, Germany, India, Switserland. The mission of the forum is to:
  • facilitate the platform for experience sharing among Ethiopian biotechnologists.
  • organize discussion forums on pertinent topics of biotechnology.
He was interviewed by PAEPARD following the joint meeting was between the European Forum for Agricultural Research (EFARD) and the Swiss Forum for International Agricultural Research (SFIAR) at the Bern University of Applied Sciences, School of Agricultural, Forest and Food Sciences (HAFL).

In this first interview prof Zerihun Tadele explains what the Forum of Ethiopian Biotechnologists is doing, how non researchers are involved and how the activities impact on small scale farmers.



In a second interview prof Zerihun Tadele explains how he relates towards his Ethiopian colleagues and with the Swiss Forum for International Agricultural Research (SFIAR).


In a third interview prof Zerihun Tadele explains that there is an increased interest for Tef in Europe and why.

Agricultural Biotechnology Regulation: The opposing world views of slow food versus fast food


April 18, 2012, Iowa, US. Over 110 ag industry leaders, scientists, and experts from around the world attended the Ninth BIGMAP Symposium. The 1 day event, titled "Agricultural Biotechnology Regulation, Trade, and Co-existence" focused on current research and perspectives on the role of regulation in biotechnology and genetically modified agricultural production.

Grant Improving Quality Seed Access in Sub-Saharan Africa

Iowa State University seed scientists are partnering with regional and national organizations in Malawi, Zambia and Nigeria to conduct a pilot study in Africa on enabling better access to improved seed varieties with the help of a new grant from the Bill & Melinda Gates Foundation.

The Seed Policy Enhancement in African Regions (SPEAR) project is funded by a $1.45 million three-year grant. As part of the grant, Iowa State University scientists will work to advance harmonization policies into actionable reality in western and southern Africa. They will improve varietal evaluations and timely releases of candidate seed varieties.Read More

AfDB-IFPRI stakeholder consultation on agricultural biotechnology in Africa

15-16 February 2012 in Nairobi, Kenya. in June 2011, the AfDB Group commissioned IFPRI to conduct a comprehensive and evidence-based study on agriculture biotechnology in Africa to assist African countries to address their agriculture and food security problems.

This consultation meeting discussed the findings and recommendations of the study for broad stakeholder validation, prioritize key areas which need to be addressed, and identify and agree on roles, responsibilities and resources needed to implement priority actions.

Some of the main recommendations from the study included the need to enhance support for the following: data collection, capacity building; renewed cooperation on biotechnology with sub-Saharan African countries, and outreach and communication to the public at large. In this regard, the report is an important step in the right direction.

Approximately 80 representatives of development organizations, senior African policy makers, private sector officials, scientists, researchers, and farmers organizations participated in the meeting.

A video on biotechnology was produced by young professionals in the Caribbean for our 2010/2011 science and video competition. It raises some interesting issues and can be used to fuel interest and mobilize young people on this important issue.

Feeding the Next Generation: Science, Business, and Public Policy

Today, three of ten people on the planet rely on others to grow their food and 900 million remain chronically food insecure. By 2050 the global demand for agricultural production is expected to double. Half of the global population will live in cities and will need to be fed through market channels. Meeting these demands will require significant increases in agricultural productivity. Modern, science-driven farming including genetically modified crops represents the best chance of generating the increases in agricultural productivity necessary to feed our future. 


This paper's overall conclusion is that genetically modified crops can and should play a critical role in agricultural productivity. It is offers a roadmap for those interested in objectively evaluating both the risk and benefits of biotechnology in agriculture.

Australia International Centre for Food Security (AICFS)

28 October. The Australian government will establish an international food security centre to offer research and technical expertise to willing governments and institutions in Africa.The Australia International Centre for Food Security (AICFS) will be established in the second quarter of next year.


It will be set up at a cost of around US$37 million and be hosted by the Australian Centre for International Agriculture Research (ACIAR). Under the scheme African scientists will be linked to top Australian research bodies and tertiary education institutions to access solutions to the challenges of farming in tropical and sub-tropical environments.
Australian researchers will also train African scientists in the technology the country uses to cope with many of the environmental challenges it shares with Africa, such as its extreme climate, soil infertility and climate change.
Gabrielle Persley, adjunct professor at the Global Change Institute at the University of Queensland in Australia, said the centre will help African scientists develop drought-resilient crop varieties, an area where Australia has made great strides.
The centre will also develop vaccines for livestock diseases and conduct joint research programmes with African counterparts.
"Developing the capacity of African scientists and other experts in areas such as developing market access for smallholder farmers, and deploying Australian advanced technology in helping farmers cope with impacts of climate change will be major facets of this initiative," said Persley.
The building of the centre will be preceded by an international conference on African food security, in the first half of 2012. The conference will bring together Australian and African researchers to identify opportunities for cooperation. 


The centre will eventually have a branch in an as-yet-unidentified African country. The priority of AICFS will be to achieve food and nutritional security but that it will in future phases move towards the commercialisation of smallholder agriculture.


Bio of Gabrielle Persley

Dr. Persley received her doctorate in microbiology at the University of Queensland, Australia. Her work is focused on the role of biotechnology in developing countries. She has published widely and is editor of a CAB International (CABI) published series of books on Agricultural Biotechnology. Her most recent publications are Meta review for the International Council for Science (ICSU) “New Genetics, Food and Agriculture- Scientific Discoveries—Societal Dilemmas” and “Biotechnology and Sustainable Development: Voices of the South and North”.

Dr. Persley spent several years in Washington DC as the biotechnology advisor to the World Bank, where she managed a number of biotechnology projects, in support of the applications of biotechnology in emerging economies. She is presently a member of the Steering Committee of the African Biosciences Facility, a NEPAD-sponsored center of excellence in biosciences, established on the campus of the International Livestock Research Institute (ILRI), Nairobi, Kenya.
